Change of proxy IP randomly

Hi,

According to....

IP address changes randomly when you open/close Epic.

BUT

I keep open Epic and it changes IP without close/open. I am using US Est Coast (default) as Epic proxy.

Please tell me why Epic keeps changing IPs without close/open the browser? Any solution?
What is function of Umbrella button?
