Epic Installer can't download install file(s) from server (being approved)

These are the three messages from Epic Installer (EpicSetup.exe)

1. Connecting to the Internet ...
2. Waiting to download Epic ...
3. Download Epic failed. Retry in x seconds ...

The installer makes three attempts to download the file(s) then gives up and produces a false exit prompt saying "Installation completed"

Yes, I'm 100% certain it isn't actually installed.
Yes, I'm 100% certain it has full, unhindered access to the Internet and my HDD.

Please fix the issue or provide a link to an offline installer.
